The UK government, recognizing both the opportunities and risks of this technology, has unveiled an AI Opportunities Action Plan. The plan outlines steps to bolster infrastructure, attract talent, and mitigate risks to position the UK as a global leader in AI.
The UK will rely on its technological heritage to proceed as a leader into the AI era, writes Keir Starmer, UK Prime Minister: “We start from a position of strength. This is the nation of Babbage, Turing and Lovelace – driving change is in our DNA.”
Investing in AI Infrastructure
Central to the government’s strategy is expanding computing power to support AI research and development. The UK plans to boost its sovereign compute capacity by twentyfold by 2030, starting with a new supercomputing facility that will double the national AI Research Resource’s capacity by early 2025. These supercomputers, located in Bristol and Cambridge, will provide essential resources for researchers and small businesses to advance AI-driven innovation.
The government is also extending support for other scientific computing platforms, such as the Edinburgh-based Archer2, ensuring the availability of resources across disciplines. Alongside these initiatives, over £25 billion in private investment in UK data centers has been announced since mid-2023.
Launching AI Growth Zones
To accelerate AI development, the UK will establish AI Growth Zones (AIGZs), starting with a pilot site at the UK Atomic Energy Authority in Culham. These zones will provide enhanced access to power, streamlined planning processes, and partnerships with private-sector companies to develop state-of-the-art AI data centers. The Culham project aims to create a 500-megawatt data center to support national AI infrastructure while driving local economic growth through job creation and sustainability initiatives.
Further AIGZs are expected to follow in 2025, potentially transforming regional economies and facilitating collaboration between government and industry.
Addressing Energy Needs
AI’s reliance on energy-intensive computing necessitates sustainable power solutions. A newly formed AI Energy Council will explore innovative energy options, including renewable sources and Small Modular Reactors (SMRs). Co-chaired by the Science and Technology Secretary and the Energy Secretary, the council aims to align AI development with the UK’s broader environmental goals.
Unlocking Data for Innovation
Access to high-quality data is critical for AI research. The government plans to establish a National Data Library, which will responsibly unlock public sector data while maintaining strong privacy safeguards. By 2025, at least five high-impact datasets will be made available to researchers. This initiative aims to stimulate innovation while addressing ethical concerns about data use.
The government will also incentivize private companies to share curated datasets and is exploring creating a copyright-cleared British media asset training dataset for global licensing.
Building AI Skills and Talent
Recognizing the importance of a skilled workforce, the UK is introducing measures to address AI-related skills gaps. These include scholarships for AI degrees, expanded Turing AI Fellowships, and targeted efforts to improve gender diversity in AI education. By 2027, the government hopes to significantly increase the number of AI graduates and establish the UK as a hub for top AI talent.
To attract elite researchers and entrepreneurs, the government will enhance immigration pathways and develop a headhunting capability modeled on leading global AI firms.
Fostering Safe and Trusted AI
The government has committed to expanding the AI Safety Institute to research model evaluations and foundational safety issues. Plans to regulate AI will include legislative measures to support innovation while protecting citizens and national security. By 2025, regulators will be required to report annually on their efforts to enable AI adoption in their respective sectors.
Encouraging AI Adoption
The Action Plan promotes a “Scan, Pilot, Scale” approach to integrating AI across public services and the economy. Pilot programs will focus on personalized healthcare, efficient scheduling in education, and improved public service delivery. Successful initiatives will be scaled nationally to maximize impact.
AI Champions will be appointed in key sectors, including life sciences and finance, to drive adoption and identify new use cases. Local governments will also be encouraged to incorporate AI strategies into their growth plans.

To secure a leading role in frontier AI, the UK plans to partner with top companies and researchers. Initiatives include leveraging AIGZs, sharing high-value datasets, and creating a central function to manage AI-related partnerships. These efforts aim to ensure the UK remains competitive in the fast-evolving AI landscape.
