U.S. and U.K. Decline to Sign AI Accord at France’s AI Action Summit

The U.S. and Britain have declined to sign the “Statement on Inclusive and Sustainable Artificial Intelligence”, an international declaration on AI governance issued at France’s AI Action Summit. While many nations committed to ensuring AI remains ethical, transparent, and inclusive, both Washington and London remained absent from the list of signatories.

A U.K. government spokesperson explained that while the country supports AI sustainability and cybersecurity, the declaration lacked practical clarity on global governance and national security concerns. The U.S. did not provide a specific reason for its decision.

At the summit, U.S. Vice President JD Vance underlined America’s leadership in AI, urging Europe to focus on fostering AI innovation rather than heavy regulation. In response, European Commission President Ursula von der Leyen announced that the EU will mobilize €200 billion in AI investments, reinforcing Europe’s ambition to compete with the U.S. and China in AI development.
