The United Kingdom and Japan have launched a new frontier technology partnership aimed at deepening cooperation in artificial intelligence, semiconductors, quantum computing and other strategic technologies as both countries look to strengthen economic resilience and reduce dependence on foreign technology ecosystems.
Announced by Prime Minister Keir Starmer and Japanese Prime Minister Sanae Takaichi, the agreement builds on a series of existing collaborations spanning cybersecurity, semiconductors, economic security and digital technologies. The two governments said the new framework is intended to combine Britain’s strengths in software, research and AI with Japan’s manufacturing and hardware capabilities.
Artificial Intelligence
The two countries said they intend to become “AI makers, not just AI takers” by strengthening domestic AI capabilities, expanding cooperation between their AI innovation ecosystems and supporting joint research programs. A key area of collaboration will be AI for Science, where researchers will explore how advanced AI systems can accelerate scientific discovery.
The agreement also calls for closer cooperation between the two countries’ semiconductor industries, including efforts to align AI chip capabilities and strengthen supply chains supporting advanced AI systems.
The partnership will explore ways to connect the UK’s AI research strengths with Japan’s semiconductor and manufacturing capabilities while promoting more resilient and secure AI supply chains. Both countries said they will work to strengthen the infrastructure needed to support advanced AI development.
AI Safety & Evaluation
The UK and Japan will deepen collaboration between their respective AI Safety Institutes through the International Network for Advanced AI Measurement, Evaluation and Science. The effort is intended to advance techniques for testing, evaluating and understanding increasingly capable AI systems.
The countries also said they will continue supporting international AI governance efforts, including the Hiroshima AI Process, while exploring opportunities to coordinate AI initiatives with developing nations. To support those efforts, the UK and Japan agreed to establish a high-level AI dialogue focused on research, infrastructure, safety and industrial collaboration. The framework will also support Japan’s preparations to host an international AI Summit in 2027.
Physical Ai & Robotics
The two governments also highlighted robotics as an area of strategic importance. They said the partnership will support joint efforts to apply advanced robotics technologies to complex industrial challenges, including the decommissioning of nuclear facilities such as Sellafield in the UK and Fukushima Daiichi in Japan.
Quantum Technologies
The two governments will expand collaboration on quantum computing, sensing and communications technologies, building on their existing quantum cooperation agreement. They also plan to support joint research, commercial investment and integration of quantum systems with high-performance computing infrastructure.
Defense & Dual-Use Technologies
The UK and Japan will explore new approaches to accelerating innovation and investment in defense and dual-use technologies. The effort is intended to strengthen both countries’ technological capabilities while supporting economic and national security objectives.
Cybersecurity
The two countries will expand cooperation on cybersecurity through their Strategic Cyber Partnership, including efforts to improve protection of critical infrastructure and strengthen resilience against emerging cyber threats. They also plan to support industry-led initiatives that combine complementary cyber capabilities.
Telecommunications & Connectivity
The partnership includes joint work on future communications technologies, including secure and resilient telecommunications networks. The countries said they will continue research collaboration and help develop standards and security principles for next-generation 6G networks.
Space Technologies
The UK and Japan will deepen cooperation on space security, sustainability and commercial space development. The effort includes support for industry-led research projects and collaboration on satellite communications technologies.
Biotechnology & Healthcare
The two governments will work together on healthcare research, drug discovery and biological security. They also pledged to strengthen cooperation aimed at countering emerging biological threats and supporting life sciences innovation.
Nuclear & Energy Technologies
The partnership will expand collaboration on advanced nuclear technologies, fusion energy and nuclear decommissioning. Industry and research organizations from both countries will work together to develop technologies aimed at making nuclear operations safer and more efficient.
Alongside the government agreement, the countries welcomed a series of industry-led collaborations in AI, quantum computing and cybersecurity designed to accelerate commercialization and cross-border investment in emerging technologies.
The agreement is nonbinding but bolsters efforts by both countries to strengthen development of advanced technologies at a time when AI, semiconductors and other frontier technologies are increasingly viewed as matters of economic and national security, the governments noted.
