EU Launches Tender for Up to Seven AI Gigafactories to Boost Sovereign AI Infrastructure

The European Union has launched a call for tenders to establish up to seven AI Gigafactories across Europe, part of its broader push toward technological sovereignty and its ambition to become a leading AI continent. The initiative is backed by up to €10 billion in EU and national funding and is expected to unlock at least €20 billion in private investment across the bloc.

The Gigafactories will combine advanced AI processors, software, cloud infrastructure, high-speed connectivity, and energy-efficient data centers, giving startups, enterprises, academia, and public authorities access to infrastructure for training and fine-tuning frontier AI models under EU data protection and safety standards. They will operate alongside Europe’s existing network of 19 AI Factories.

Eighteen member states, including Germany, France, Italy, Spain, and Poland, have signed a joint procurement agreement with the EuroHPC Joint Undertaking to support the projects across two funding lots, offering between €100 million and €800 million per project depending on scale and phase. Consortia can procure hardware from European or allied suppliers, with the European Commission signing letters of intent with AMD, Nvidia, and Qualcomm to ensure hardware access following the EU-US trade deal.

The call for proposals closes November 12, 2026, with award decisions expected by early 2027 and construction to begin the same year. Selected facilities are expected to become operational within 18 months of signing.
