ChatGPT Dominates Congressional AI Spending, Far Outpacing Anthropic’s Claude

OpenAI’s ChatGPT has emerged as the dominant AI tool used by U.S. House offices, according to a CNBC report analyzing House disbursement records for the year ending March 31. OpenAI accounted for roughly 90% of all AI tool spending by House offices, committees, and institutional accounts, with $100,580 spent across 798 transactions. Anthropic’s Claude ranked second, with $13,160 spent across 37 transactions, out of at least $113,740 in total AI spending identified.

The data showed a partisan divide in adoption, with Democratic offices spending $54,165 on AI tools, more than three times the $15,782 spent by Republican offices. The figures reflect only direct purchases and do not capture usage through free accounts or AI features bundled into broader software contracts, meaning actual adoption across Congress is likely higher than the numbers suggest.

According to the report, congressional staffers are using tools like ChatGPT for a range of tasks, including drafting memos, summarizing and analyzing legislation, responding to constituent inquiries, preparing hearing materials, conducting policy research, and writing social media content.
